Joseph S. Vasile, M.D., MBA
President/CEO

Joseph S. Vasile, MD, MBA joined GRIPA as President/CEO in July 2010.

Dr. Vasile is a practicing physician who is Board Certified in Psychiatry with a subspecialty in Geriatric Psychiatry.  He has held several hospital and administrative appointments in Rochester, including Chief of the Behavioral Health Network for the Rochester General Health System, Director of Psychiatry and Mental Health Services at the Rochester Rehabilitation Center, Chief Psychiatrist for Geriatric Psychiatry, Intermediate Care and Neuropsychiatry Units at Rochester Psychiatric Center and Director of Acute Psychiatric Services at Strong Memorial Hospital. 

Vasile has served on a number of hospital committees dedicated to quality, education, and organizational planning.  He has been a member of GRIPA’s Finance Committee since 2003.  Dr. Vasile is active in several professional and scientific societies and has published articles in the Journal of Clinical Psychiatry and Schizophrenia Research.  He is a member of the American College of Physician Executives and a Distinguished Fellow, of the American Psychiatric Association.

He completed his undergraduate studies at Yale University, received his Doctorate of Medicine degree from the State University of New York at Buffalo and a Masters Degree in Business Administration from the University of Pittsburgh.  Following a residency in Psychiatry at the University Health Center of Pittsburgh, Vasile completed a Fellowship in Geriatric Psychiatry at Johns Hopkins Hospital. 

Vasile is a Clinical Professor at the Rochester Institute of Technology and a Clinical Assistant Professor of Psychiatry at the University of Rochester School of Medicine and Dentistry.

Mark Belfer, DO, FAAFP
Chief Medical Officer

Mark H. Belfer, DO, FAAFP joined GRIPA as Chief Medical Officer in October 2012.

Dr. Belfer most recently has served as Chief Medical Officer at St. Vincent Physician Group, a St. Vincent Health System-affiliated 220 plus physician, multi-specialty organization based in Indianapolis, Indiana.  For the 2 previous years, he was the President and CMO of Akron General Partners Physician Group in Akron, Ohio. Prior to that, for six and one-half years he served as program director of the Akron General Medical Center / NEOMED Family Medicine Residency Program.  Before coming to Akron, he had been in private practice in Warren, Ohio; was a program director at St. Elizabeth’s Family Medicine Program in Youngstown, Ohio; and served as a program director in Kansas City, Missouri.  He is also currently a Professor of Family Medicine at NEOMED.  He completed his internship at Grand Rapids (Michigan) Osteopathic Hospital and his residency training at Martin Army Community Hospital in Ft. Benning, GA.  He is a graduate of Michigan State University where he earned his Bachelor of Science degree and the College of Osteopathic Medicine and Surgery in Des Moines, IA where he earned his Doctor of Osteopathy degree.  He is a Fellow of the American Academy of Family Physicians and is certified by the American Board of Family Medicine. 

Dr. Belfer has held several leadership positions, including service as president of the Ohio Academy of Family Physicians and president on the board of directors of the AAFP Foundation.  He is active within the American Academy of Family Physicians, currently serving on the Finance and Insurance Commission and recently, also served as Chair of the AAFP Commission on Education.  A former editorial board member for the Core Content Review of Family Medicine, Dr. Belfer continues to referee for American Family Physician, Journal of the American Osteopathic Association, Journal of Family Practice, Annals of Thoracic Medicine, Drugs & Aging, and Postgraduate Medicine.  His teaching interests include procedural skills, practice management, and curriculum development.  He has published and lectured in several areas, and is a frequently invited speaker on chronic obstructive pulmonary disease, lipid therapy, men’s health, cancer screening guidelines, and practice management.

Bill Pelino, CPA, MBA
Chief Operating Officer

Bill Pelino was named GRIPA Chief Operating Officer in 2008. He is part of the senior management team and has responsibilities for operations throughout the company.

The Rochester native most recently served as Controller, Paychex Human Resources Business Unit and also previously worked for PricewaterhouseCoopers. Bill is a CPA and holds an MBA from the Simon School of Business, University of Rochester and an undergraduate degree from the University of Notre Dame.

He is  an Executive Board Member of the Juvenile Diabetes Research Foundation, Rochester Chapter and has been a "40 Under 40" Award Recipient.
